This is a new rule for Geiger Counter.

Previously, you couldn’t frame scenes with your own character(s) in them until the menace gained all 8 of its dice. This is still true, however, at first, you can only frame scenes with your character in them if they have to do with achieving your personal Goal (which inevitably puts you in conflict with the other characters). Once you’ve achieved your goal, you can frame any scenes with your character in them that you want.

I’m also pondering something where… scenes framed around Goals feature conflicts between characters and not between characters and the menace, but I’m not sure exactly how to word that yet. The menace can still be there, I think, but maybe you can avoid being attacked by creating a conflict with another character. Not sure yet.
